The village head of Dan Gulam in Gwaram Local Government Area of Jigawa State, Umar Ibrahim, is embroiled in a distressing controversy involving allegations of rape, impregnation, and the transmission of HIV to a young girl.
This shocking revelation came to light through a letter dated October 16, 2023, addressed to the Secretary of the Dutse Emirate Council. The letter was authored by Kabiru Abdullah, the Senior State Counsel in the Jigawa State Ministry of Justice. Its title: “Notification of Arraignment of Umar Ibrahim (Village Head of Dan Gulam) on the Offense of Rape Contrary to Section 3 (1) (A and D) of the Violence Against Persons Prohibition (VAPP) Law 2021.”
In a heart-wrenching narrative, the letter detailed the grave accusations against Umar Ibrahim, the village head of Dan Gulam. It began by explaining that the Attorney General of Jigawa State had directed the State Counsel to write and inform the Dutse Emirate Council of the distressing allegations and the ensuing legal proceedings.
The letter revealed that the allegations stem from a complaint filed with the Office of the Attorney General by one Ya’u Muhammad. In this complaint, Mr. Muhammad alleged that Umar Ibrahim, the Village Head of Dan Gulam, had engaged in unlawful sexual intercourse with his daughter. This reprehensible act resulted in the young girl’s pregnancy and the transmission of HIV, a grievous violation of her rights and well-being.
Upon receiving the complaint, all involved parties were summoned for an investigation, and they had discussions with the Attorney General. Shockingly, during these discussions, Umar Ibrahim disclosed that he had taken legal action against the girl, her father, and one Sule Umar of Dan Gulam village. This legal action was initiated before the Upper Shari’a Court in Gwaram.
In light of these deeply disturbing revelations, the Attorney General ordered that the case at the Upper Sharia Court in Gwaram be transferred, and all parties were referred to the Criminal Investigation Department (CID) in Dutse for a thorough investigation. Following a comprehensive inquiry conducted by the CID, the case file was sent to the Ministry of Justice for legal advice.
The legal advice provided unveiled a grim situation. It found that there was a prima facie case of criminal conspiracy and rape against Umar Ibrahim, the Village Head of Dan Gulam in Gwaram LGA, which shocked the Attorney General. As a result, Umar Ibrahim will soon face arraignment in court for these grave offenses.
In response to these alarming developments, the Attorney General directed the Senior State Counsel to compose the letter and inform the Dutse Emirate Council about the case’s status, urging them to take appropriate measures.
The allegations against the village head are deeply troubling and highlight the critical need for justice, protection, and support for survivors of such traumatic experiences. The case serves as a stark reminder of the importance of addressing sexual violence and safeguarding the rights and well-being of all individuals in society.
