114 MDAs Failed To Render Financial Reports To OAGF in 2025 – ICPC

A total of 114 Ministries, Departments, and Agencies (MDAs) did not submit their financial reports to the Office of the Accountant General of the Federation (OAGF) in the outgoing year, as required by financial regulations of government.

Chairman of the Independent Corrupt Practices And Other Related Offences Commission (ICPC), Musa Aliyu (SAN), made the disclosure on Tuesday during the presentation of report on the deployment of the 2025 Ethics and Integrity Compliance Scorecard (EICA) and ACTU Effectiveness Index (AEI).

Musa further noted that,in the course of the compliance assessment, 40 other MDAs failed remit internally generated revenues (IGR), as prescribed by law,even as 75 public institutions failed to comply with the fiscal responsibility provisions.

Director, System Study and Review Department, the learned silk underscored the importance of sound ethics and integrity, which he said, remain central to business, organisational behaviour, and public sector productivity.

“Yet, general ethical principles are no longer sufficient given the increasing risks and vulnerabilities faced by public institutions from both internal and external actors”.

According to him: “These pressures can result in rule-bending, distorted directives and obstruction of organisational goals.

To address this, the ICPC boss noted that, “public institutions require tailored ethics and integrity frameworks that measure their compliance with statutes, policies, standards, and government directives”.

He maintained that “such frameworks are essential for monitoring and improving the performance of Ministries, Departments, and Agencies (MDAs)”.

On findings, Musa informed that, “No MDA achieved full compliance”, declaring that “out of the 344 MDAs assessed,, 48 (13.95%) demonstrates substantial compliance, 132 MDAs (38.37%) recorded partial compliance, 141 MDAs (40.99%) showed poor compliance, and 23 MDAs (6.69%) fell under non-compliance.

“The 2025 edition represents the 7th annual assessment of Federal MDAs. Since its development in 2015 and full institutionalisation in 2019, the EICS has provided a consistent mechanism for evaluating ethics, integrity, and compliance across the public sector”, ICPC explained.
